This presentation discusses the management of outsourced information technology (IT) projects. Project management (especially quality/risk management and development lifecycle considerations) will be discussed from the perspectives of enterprises acquiring software systems. Examples from the authors’ experience in providing IT investment oversight with the State of Oregon will be discussed, with emphasis on management issues and the role of independent QA. This presentation deals with quality management challenges during design, development, and implementation of software systems in large enterprises, emphasizing management (not engineering) issues.
Ying Kwong is the IT Investment Oversight Coordinator with the Oregon Department of Administrative Services. He is a member of the staff of the State CIO. He has previously held management and R&D positions in high tech companies. He is a Project Management Professional and received the PhD in applied physics from Cornell University. He is an adjunct faculty member of the School of Business Administration at Portland State University.
